Baseline Surveying & Engineering has been providing accurate, reliable land surveying and engineering services across Northeast Georgia since 2011. With an experienced team and a commitment to getting the details right, we help projects move forward with confidence.
Our Story
The beginning
Baseline Surveying & Engineering was founded in 2011 by Jason, PE and Matt, PLS, with a focus on providing accurate, dependable surveying and engineering services. What began as a two-person operation has grown into a trusted team serving Northeast Georgia.
In the early years, Baseline operated out of a small 900 square foot office in downtown Watkinsville. As demand grew and relationships strengthened, the company expanded and moved to Legacy Office Park on Hog Mountain Road, where it continues to operate today.
The result
Today, Baseline is a team of 21 full-time professionals, including four licensed land surveyors, one civil engineer, and five field crews working daily across the region.
The company supports a wide range of clients, from individual landowners to developers and contractors, providing services that keep projects moving forward with accuracy and efficiency. Through consistent results, strong communication, and long-term relationships, Baseline has continued to grow year after year.

Jason lawson & matt ulmer
Jason Lawson and Matt Ulmer have been friends since 2005. They started Baseline in 2011 as a two person operation. They both live in Oconee County and are proud to serve northeast Georgia. Matt has 20 years experience as a professional land surveyor. Jason has been a professional engineer since 2009.
Ray woods & mike whittington
Ray Woods and Mike Whittington joined Baseline in 2019 when Baseline acquired Woods Land Surveyors, Inc. Ray and Mike have worked together since 1984 and are both still currently working at Baseline. Ray has over 50 years experience as a professional land surveyor.
steven crim
Steven is a professional land surveyor and licensed drone pilot. He has worked with Baseline since 2016.
Gary ray
Gary is a professional land surveyor and GSWCC licensed design professional. He has worked with Baseline since 2017
kevin ashe
Kevin Ashe joined Baseline in 2021 when Baseline acquired Brett Chandler & Associates, Inc. He has over 20 years of experience in land surveying in northeast Georgia.
victor perez
Victor Perez has been a field crew leader with Baseline for 14 years and is fluent in English and Spanish. He is experienced in boundary and topographic surveys as well as construction layout.
ader chavez
Ader Chavez has been a field crew leader with Baseline for 7 years and is fluent in English and Spanish. He is experienced in boundary and topographic surveys as well as construction layout.
foster white
Foster White has been with Baseline since 2022. He leads a field crew and also works as a draftsman with Baseline.

Jack Roush is a crew leader with Baseline.
